As long as I know, this "No permission" error occurs only when
a new X client at host [x.x.x.x] tried to connect the X proxy[b.b.b.b]
not from the host[c.c.c.c] to which you did login via Telnet.

Sorry, I found that -DId has not been applied to X/Telnet proxy.
It will be done in 9.9.6-pre7.
