I did more search and this is all I learned so far:-

First, I used one of your codes posted earlier and wrote my authorization server

Then I issued this command to start the authorization server:

./delegated -Plocalhost:9439 SERVER=exec XCOM=auth-server.sh
 
And then I started the proxy:

./delegated -P9489 SERVER=http AUTH=proxy:pauth AUTHORIZER=localhost/9439 REMITTABLE=+,http RELAY=proxy,delegat PERMIT="*:*:*.private.net"
 
 
Now when IE pops up the user/pass box I use user1 for the ID and pass1 for the Password. It keeps asking me twice or 3 times indicating wrong ID/Pass. I'm Sorry if all this sounds trivial to everyone in this mailing-list but it is a bit hard for me to figure out the problem.
