 |(24) is an error number meaning `Too many open files'. Really
 |odd.

Very odd but it seems to explain why fopen() failes while mkdir()
succeeds.

 |Believing the error number, I added the code to the delegated

Running DeleGate with -vv may make somewhat useful information
about what kind of so many files are opened, and are possibly
left not closed.

Another possibly usuful testing I can suggest is running DeleGate
with DGROOT specified in full-path. Indeed I don't know if
DeleGate works with DGROOT in relative path.
