Is this a message poped up on the console or so?
Did you see the status of processes at the time with the "task manager"?

 |from only one Client, go to IE6.0, type F5 to refresh the Webpage(any web 
 |site), the same message appears. If Client access to delegate port 
 |directly, the error does not appear.

The difference between LOGFILE of DeleGate for each case will show
what is different between them.

A possible situation is that so many DeleGate processes are spawned
(till a spawn fail) when DeleGate is accessed via InterScan, possibly
because Connection:Keep-Alive feature is not supported by InterScan,
or the feature is disabled in your configuration.
If InterScan supports Keep-Alive, then your DeleGate might rejects
too many Keep-Alives.  Anyway LOGFILE will show what is happening.
