I noticed that the Manual follows right after the above:

 >You may establish the connection via a web proxy by setting the
 >environment variable RSYNC_PROXY to a hostname:port pair pointing
 >to your web proxy. Note that your web proxy's configuration must
 >allow proxying to port 873. 

So the function to use HTTP-proxy as a SSL-tunnel seems to be
supported by rsync itself. You don't need DeleGate.

 |Note that this will not work if your HTTP-proxy does not permit
