Sorry to say, but I tried negating the PERMIT with PERMIT="*:!{*:1214}:*"
and it returns with the following error:

Bash: !{*: event not found

Why does this happen?

You can do negate with "!", thus

  PERMIT="*:!{*:1214}:*"

will do.
