Thats gone.

It's true there is a firewall which prevents incomming connection
so the ftp I can't use !

The FTP server (ftp.delegate.org == delegate.a02.aist.go.jp) is
connected by fast 150Mbps line to a network (IMnet, for national
research institutes) which has its own wide national/international
backbones.

I saw the log of the FTP server and found that the connection
for data transfer (by PORT command) could not be established from my
site to your host maybe because your host is in a firewall which does
not allow incoming TCP connection.

Try a FTP/HTTP gateway server listed in
<URL:http://www.delegate.org/delegate/download/> to escape the FTP
data connection problem.
The HTTP server, www.delegate.org, is sitting on relatively narrow,
but enough to server as WWW server, ADSL line of about 200Kbps or so.
