The last line in your real configuration file must be "... http://...".

 |For comparsion,  I run v 6.1.22 with a similar configuration file,
 |using port 9399 and having no ADMINPASS parameter.

 |If you want to check their behavior for yourself, the
 |urls for these two sites are:
 |
 |http://olc4.ohiolink.edu:9299/su/universe
 |http://olc4.ohiolink.edu:9399/su/universe.
 |
 |If you check them out, click on News on the first Screen,
 |General News on the second screen and then enter a search.

Thank you, I checked it to see the situation as you said.

The destination server, web.lexis-nexis.com, seems to require clients
to subscribe before accessing its resources. The response at the port
9299 with DeleGate/7.1.2 is the page to prompt clients to do sign-on.
But at least a page like "/universe" can be accessible via your
DeleGate, so I suppose you are doing some subscription or
authentication, which is not mentioned in your message, commonly to
both DeleGates.

To know what is different between your two DeleGates, peeping
request and response header will be helpful, with parameters
like this:

  FTOSV=-tee-n-v-l FFROMSV=-tee-n-v-l-h

With this, you will get request and response header in your LOGFILE
like this:

     04/19 14:41:08.11 [17546] 1+1: -- Fork(FTOSV): 17545 -> 17546
     04/19 14:41:08.12 [17547] 1+1: -- Fork(FFROMSV): 17545 -> 17547
